From 1998 – 2003 funding by China into science and technology research development increased year by year. But the 1st Grade Grand Reward for Science & Technology Invention was kept continuously vacant for six years. What does this show? Some people believe that “it shows that no convincing innovations with international competitiveness have appeared for these six years.” The author believes that such an understanding is completely wrong.
In the viewpoint of the author, it is not that China “has no convincing innovations with international competitiveness that have appeared during these six years”, but is due to the fact that problems exist in the game playing rules by the Chinese science and technology research development administration departments and the mainstream academic community in appraising scientific and technological achievements. Innovative achievements bring challenges to conventional basic theories of science and technology in various fields in China, causing essential conflicts with the conventional knowledge and basic theories firmly believed with no doubts by mainstream scholars of the science and technology community, and thus get excluded, vetoed, suppressed, and killed at different levels. This prevents them from being able to pass through and be selected by the science and technology achievement appraisal “game playing rules,” which is dominated by mainstream scholars of the science and technology community.
The Chinese government must acknowledge a lack of recognition regarding the above issue, which affects the principal amount of investment funds used by the State, by each provincial government, and each city for science and technology research development, as well as the science and technology achievement outcome in the coming few years.
The high-speed development of the Chinese economy and society has already encountered (or will soon encounter) a series of major and difficult problems in the fields of energy, raw material, environment, natural hazards, education, etc. The concurrent conventional science and technology experts and their basic theories to date have not been able to provide China with solutions to economically and effectively solve these problems. The high speed and healthy development of Chinese science and technology, economy and our society calls for novel ideas and approaches to deal with the extreme challenges facing China in these areas.
Therefore the issues presented in this paper are not only unavoidable and serious problems, but already are seriously affecting and counteracting further high speed healthy development of China’s science and technology, economy, education and society, and thus must be solved as soon as possible.
The issues presented in this paper are worthwhile to be seriously considered by the top leading members of the Chinese Communist Party and the Government as well leading members responsible of the development of science and technology, at State, provincial and city levels, and by the presidents of the universities of China.
