Countermeasure No. 3: Suggest the Chinese government must establish necessary laws and regulations to control that the disastrous trend of annual gradual reduction of atmospheric oxygen content at low altitudes does not appear in areas with dense populations (especially all the major cities of China), enabling this be stipulated by law as the bottom line never to be violated for controlling unbalanced development of the economy, for assuring the most basic health condition for the majority of people and survival of mankind, and for establishing a harmonious society!

Countermeasure No.4: The top priority 1st evaluation parameter for “City Life Quality” should be the “city air quality” including the oxygen content level!

Countermeasure No.5: Dramatically increase three-dimensional green areas mainly with trees, and significantly increase the total photosynthesis capacity of plants inside the cities!

Countermeasure No.6: Must establish laws stipulating that management bodies of all public building areas must adopt necessary measures to assure that the atmospheric oxygen content level at all times is maintained not lower than 19.5%!

Countermeasure No.7: Must establish laws stipulating that all real estate development projects, especially residential house projects, must publicly announce the minimum atmospheric oxygen content level of the location of such projects, and guarantee it is not lower than 20%!

Countermeasure No.8: Must conduct comprehensive analysis on the open, complex massive system problem interweaves and formed by mankind's large scale economic activities, energy shortage, atmosphere pollution, global warming, water pollution and shortage, and the effect of energy structure adjustment on it -- and accordingly establish the scientific evaluation parameters for comprehensive analysis and scientific evaluation of all types of traditional energies and new alternative types of energies.
