陈一文，祖籍广东中山，1942年生于英国牛津。工程师，无党派，信仰马列主义，80年代初任全国青年联合会特邀委员（两届）。北京机械学院机械系毕业后，在辽宁抚顺挖掘机制造厂工作（1968-1978），从事生产劳动、技术革新与技术情报研究工作。1978年调原一机部中国机械设备进出口总公司从事外贸工作。1981年任〔美国〕嘉利华公司驻北京联络处驻华首席代表。2000年任北京市凯利华信息咨询有限责任公司总经理。2002年任中国地球物理学会天灾预测专业委员会顾问、2004年任中国灾害防御协会灾害史研究专业委员会顾问。

Author’s Words: When considering the problems of Chinese education system, especial of the university level education, must first recognize: The most serious deep level problems existing in China’s education system, especial the university education system, causes Chinese universities, especially the most famous universities, can not turn out “roughcasts” of “master level talents”; but, at the same time, China also seriously lacks the environment and mechanism to enable “roughcasts” of “master level talents” gradually develop into “master level talents”. The issues presented in this paper are worthwhile to be seriously considered by the top leading members of both the Chinese Communist Party and the Government as well leading members responsible of the development of science and technology, at State, provincial and city levels, and by the presidents of the universities in China.
