陈一文,祖籍广东中山,1942年生于英国牛津。工程师,无党派,信仰马列主义,80年代初任全国青年联合会特邀委员(两届)。北京机械学院机械系毕业后,在辽宁抚顺挖掘机制造厂工作(1968-1978),从事生产劳动、技术革新与技术情报研究工作。1978年调原一机部中国机械设备进出口总公司从事外贸工作。1981年任〔美国〕嘉利华公司驻北京联络处驻华首席代表。2000年任北京市凯利华信息咨询有限责任公司总经理。2002年任中国地球物理学会天灾预测专业委员会顾问、2004年任中国灾害防御协会灾害史研究专业委员会顾问。

Author note: The Social Science Weekly (No.266 Issue, May 17, 2007), under the auspices of the Shanghai Academy of Social Science, published a paper Many Problems are not Caused by Socialist Market Economy”. This paper provided a brief introduction of “Must Theoretically Clarify the Fundamental Differences Between Socialist Market Economy and Free Capitalism Market Economy!”, an important paper by Advisor Chen I-wan. The author emphasizes that this paper was not a paper giving special studies to the issue of socialist market economics. As preliminary result conducting trans-disciplinary integrative and comprehensive study on the complex issue of “Energy & Environment”, in early Feb. 2006 the author completed a comprehensive series of paper “CHINA MUST PROCEED ALONG A NEW ENERGY & ENVIRONMENT DEVELOPMENT ROAD NEVER PROCEEDED BY ANY NATION IN THE WORLD! – My Science Development View of the “Energy & Environment” Issue” formed by a series of 60 papers on the subject (http://cheniwan.sea3000.net/e/energy-environment/60.php) “Must Theoretically Clarify the Fundamental Differences Between Socialist Market Economy and Free Capitalism Market Economy!” is the 56th paper of the above series of papers. ☞ Exploratory Studies of Socialist Market Economics

The Authors Comment: The issues raised by this paper within quite a period of time might be opposed by many theorists and economists. However, more and more facts provide the author with enough confidence that these issues will gradually win acknowledgment, recognition and agreement by more and more theorists and economics who truly want to establish a “Harmonious Society” in China, and have sense of strong social responsibility to the Chinese people and global mankind. It is for this reason that the author especially recommends these papers to all of you. By presenting what I have learnt from a very special approach and angle of view, very different to most professional researchers, is to stimulate further thoughts on these issues and invite comments, oppugns and criticism from researchers paying attention to these issues, which could become a starting point for my further more in-depth study to these issues.

The 1st Warning: The distribution of the incomes of all people should benefit all people – We are a socialist country, the distribution of the incomes of all people should benefit all people, making no people too rich, and no people too poor, therefore life becomes good in large for all. (Strive for Unity of the Whole Chinese Nation, 1986 p161-162)

The 2nd Warning: If carry out polarization (of rich and poor), China will have a problem of a revolution occurring again – Become rich together, from the very beginning of reform started to talk about this, in the future one day it will become the central issue. Socialist is not a few people becoming rich and most people poor; it should not be like that. The greatest advantage of socialist is becoming rich together, this is one respect indicating the socialist essence. If carry out polarization (of rich and poor), the situation will be different, minority conflicts, regional conflicts, class conflicts will all develop, conflicts between the central government and local governments will also develop, then chaos might occur. ……

Li Ji-ping: How much price must the normal people pay more for reform

Mistiness of the theory is an important factor. As example, the “(crossing the river by) feeling the stones” theory during a rather long period of time influences the process of reform. This theory, visualizing, specific, during the early stages of the reform and open door policy received acceptance and support from most people. However, as the reform and open door proceeds, people more and more found, the reform process does not conform to logic. Because, according to normal logic, those groups who lead the way to “feel the stones” in the “river”, should be those encountering the greatest risks, and after “feeling” the exit routes, those who “cross through the river” should be the most safest people with comparative least risks. But the facts are not so. Those groups who “felt the stones” and crossed the river, not only did not encounter any risks, on the contrary become the estates that enjoyed most benefits. Do not mention the decision making ranks, even those enterprise management teams who for some time suffered hardship together with the unemployed employees, also become those who “swallowed benefits” from the “(crossing the river by) feeling stones” theory.

Bao Yu-jun, Deputy Chairman, All China Industry & Commerce Association revealed through the “Economic Observer Newspaper” (Jan. 1, 2007): Until the end of 2006, the total number of private enterprises accounted to 4.86 million, in which over 20% were converted from State owned enterprises and Collective Enterprises. These over 1 million enterprises, behind the glory of their conversion, the price paid by nobody knows how many employees losing their jobs or becoming unemployed, becomes something that it likely that very few people will think about; and those groups who followed and “crossed the river”, who should be those most safety, instead have to undertake the risk of enterprise conversion and unemployment.
