陈一文，祖籍广东中山，1942年生于英国牛津。工程师，无党派，信仰马列主义，80年代初任全国青年联合会特邀委员（两届）。北京机械学院机械系毕业后，在辽宁抚顺挖掘机制造厂工作（1968-1978），从事生产劳动、技术革新与技术情报研究工作。1978年调原一机部中国机械设备进出口总公司从事外贸工作。1981年任〔美国〕嘉利华公司驻北京联络处驻华首席代表。2000年任北京市凯利华信息咨询有限责任公司总经理。2002年任中国地球物理学会天灾预测专业委员会顾问、2004年任中国灾害防御协会灾害史研究专业委员会顾问。

2.☞ Eighteen evaluation parameters for comprehensive analysis scientific evaluation of conventional forms of energy as well as new alternative forms of energy.

Massive scale economic activities of mankind, and problems of energy shortage, and atmosphere pollution, global greenhouse effect and global warming, water pollution and water shortage have long ago interweaved together, forming an interrelated open, complex and massive system. Therefore, to study the effect of energy structure adjustment to this interrelated open, complex and massive system must conduct comprehensive analysis, not only comprehensive analysis to the overall system, but also comprehensive analysis to the overall energy structure, and comprehensive analysis to both the positive and negative effects of various adjustments to the different aspects of the open, complex and massive system, as well as the overall effect of the different effects weaved together to the open, complex and massive system. The eighteen evaluation parameters for comprehensive analysis and scientific evaluation to all types of conventional energies and all types of new alternative energies are accordingly proposed.
