陈一文，祖籍广东中山，1942年生于英国牛津。工程师，无党派，信仰马列主义，80年代初任全国青年联合会特邀委员（两届）。北京机械学院机械系毕业后，在辽宁抚顺挖掘机制造厂工作（1968-1978），从事生产劳动、技术革新与技术情报研究工作。1978年调原一机部中国机械设备进出口总公司从事外贸工作。1981年任〔美国〕嘉利华公司驻北京联络处驻华首席代表。2000年任北京市凯利华信息咨询有限责任公司总经理。2002年任中国地球物理学会天灾预测专业委员会顾问、2004年任中国灾害防御协会灾害史研究专业委员会顾问。

1.☞ Consultant Service Proposal to the Shanxi People’s Government: Analysis Diagnosis & Prediction Counter Measures on the Time – Spatial Distribution of Natural Disasters and Major Safety Accidents in Shanxi Province (Draft for seeking comments; Date: Jan. 6, 2004) Shen Ming-jun (Committee member), Chen I-wan (Advisor) of Committee of Natural Disaster Prediction for China Geophysics Society

Since January 2004, as lack of active support from the concerned parties, this Proposal to this date remains in the state of “Draft for seeking comments”. Must point out, this Proposal is not only appropriate for the Shangxi Province, it is also appropriate for all provinces in China with frequent multiple kinds of disasters, and even very necessary for any other nation or region with frequent multiple kinds of disasters. If the Shanxi Provincial People’s Government, or the People’s Government of any other province (autonomous region) is willing to develop the work proposed by this Proposal for their province (autonomous region), then Advisor Chen is willing to promote, coordinate and organize the comprehensive disaster chain research experts of the Committee of Natural Disaster Prediction for China Geophysics Society and the Committee of Disaster Historical Studies for China Disaster Prevention Association, to both committees to which the author acts as their advisor, to cooperate and undertake the above outlined consultant service.
